The Assistant IG prepares annual indent for the required quantity of Judicial & Non Judicial stamps / stamp papers for the state and forwards it to Indian Security Press, Nasik & National Security Press Hyderabad. The central Treasury at Ranchi is the main store house for these indents in the state.

Traditionally the Stamp Vendors were the only ones appointed to vend stamp / stamp papers to the public. The activities of these vendors are supervised and regulated by the District Registrars and assisted by District Treasury Officer. Of late the GPOs have also been authorized to vend stamps through their counters and efforts are on to regularize the vending through Nationalized banks.

Since, the present system of stamp management i.e. procurement, storage, and distribution is not fool proof and needs some changes.
