Jharkhand Education Project Council (JEPC) a Society, registered under the Societies Registration Act, 1860 was set up as a State Implementation Society (SIS) to pursue the goals of universalisation of Primary Education (UPE) which received importance under the National Policy on Education (NPE) adopted in 1986 and updated in 1992. The NPE provides a frame-work for the development of education and plan of action, for assigning specific responsibilities for organizing, implementing and financing education, giving it an unqualified priority. After creation of the state of Jharkhand, the Jharkhand Education Project Council was constituted on 12 th April’ 2001.
The council has since then been involved in implementing various projects / programmes like the DPEP, Janshala, Aus-aid, CLEP etc with the objective of pursuing the goals for which the council has been set up.
District Primary Education Programme (DPEP) is a district-based planning, implementation and management approach to universalization of primary education in 9 districts of Jharkhand. The District Primary Education Programme under JEPC is being implemented in the districts of Dumka, Hazaribagh, W. Singhbhum, Chatra, E. Singhbhum and Ranchi . After division of three districts- Dumka, Hazaribagh and W. Singbhum , the new districts-Jamtara, Koderma and Saraikela-Kharasawan have been included in DPEP.
Along with this, the programmes assisted by the UN-agencies (Janshala, Aus–aid and CLEP) are also being implemented in five districts namely Deoghar, Giridih, Sahebganj, Garhwa and Pakur. UN-assisted programmes envisage educational planning, implementation and management at the block level. Empowerment of community and teachers are the key strategies of this programme to universalize primary education. The focus groups under these programmes are girl children and other deprived groups (SC/ST).
A series of interventions have been made under the aforesaid programmes through active participation of community, teachers and parents making a dent in the minds of the community about the importance of education in the life of a person. Civil works programme with the involvement of the village education committees have resulted in community ownership in most places. Teachers have been motivated through series of trainings. In order to make the classes child-centred, activity-based and joyful for the children, a number of inputs has been given to the teachers through workshops and training programmes. Community mobilization has been a thrust area. Since the state is predominantly tribal, strategies for this focus group have always been a priority area.
State Project Office is sensitive towards innate area-based local conditions. The consolidated efforts of DPEP and UN-Assisted programmes have resulted in large scale awareness of the community towards education. Enthusiasm in parents has increased. Teachers and community have become more sensitive and community participation has also been consolidated. To take this effort to a new height, the project will endlessly endeavor to remain active in its mission
